After Hadiya's death, Chicago to add 200 street cops

Two days after a teen who performed at President Obama's inauguration weekend was gunned down, Chicago Mayor Rahm Emanuel is set to yank 200 cops from desk jobs and make them fight crime on the streets. NBC's Kevin Tibbles reports.

Two days after a teen who performed at President Obama's inauguration weekend was gunned down, Chicago Mayor Rahm Emanuel is set to yank 200 cops from desk jobs and make them fight crime on the streets.

The reassignment was recommended by city officials last week,?according to NBC Chicago, but it took on new significance Thursday as 15-year-old Hadiya Pendleton became the face of Chicago's stubbornly high murder rate.

The sophomore was shot dead Tuesday while sheltering from the rain with fellow members of the volleyball team in a park near her well-regarded high-school, in an upscale section of Chicago's South Side less than a mile from President Obama's home.


The bullet that struck her upper back was meant for someone else, police said. No arrests have been made, and police increased the reward in the case to $24,000.

?When any young person in our city is gunned down without reason, it demands action from all of us,? Emanuel said at a press conference.

Emanuel said when he took office he redeployed 570 officers who were on desk duty and credited that with reducing Chicago?s overall crime rate by 8.5%, even as its murder rate increased.

There were more than 500 slayings in Chicago last year. That's about half the number there were in 1974, but still represented an increase over the previous year at a time when other cities are reporting steady decreases in homicides.

Hopes that 2013 would be less bloody were dashed by a grim statistic: 42 people were killed in Chicago this month, making it the deadliest January in more than a decade,?according to the Chicago Tribune.

The death of Pendleton -- a majorette with the King College Prep marching band who traveled to Washington to take part in inauguration festivities -- sparked outrage across the nation.

At the White House, a spokesman said the Obamas were praying for her family. On Capitol Hill, her name was invoked during debate over gun control.

Emanuel said the police have been getting tips about who might have killed Pendleton and wounded a 16-year-old friend ? both innocent victims caught in what investigators suspect was a gang-related turf war.

The mayor had a message for anyone with information: ?Please step forward. That is what a good neighbor does.?

Ozone thinning has changed ocean circulation

Jan. 31, 2013 ? A hole in the Antarctic ozone layer has changed the way that waters in the southern oceans mix, a situation that has the potential to alter the amount of CO2 in the atmosphere and eventually could have an impact on global climate change, a Johns Hopkins earth scientist says.

In a paper published in this week's issue of the journal Science, Darryn W. Waugh and his team show that subtropical intermediate waters in the southern oceans have become "younger" as the upwelling, circumpolar waters have gotten "older" -- changes that are consistent with the fact that surface winds have strengthened as the ozone layer has thinned.

"This may sound entirely academic, but believe me, it's not," said Waugh, of the Morton K. Blaustein Department of Earth and Planetary Sciences at Johns Hopkins' Krieger School of Arts and Sciences. "This matters because the southern oceans play an important role in the uptake of heat and carbon dioxide, so any changes in southern ocean circulation have the potential to change the global climate."

Waugh's team used measurements taken from the early 1990s to the mid-to-late 2000s of the amount of a chemical compound known as "chlorofluorocarbon-12," or CFC-12, in the southern oceans. CFC-12 was first produced commercially in the 1930s and its concentration in the atmosphere increased rapidly until the 1990s when it was phased out by the Montreal Protocol on substances that deplete the ozone layer. (Prior to the Montreal Protocol, CFC-12 was used in products such as aerosol hairsprays and refrigerants and in air conditioning systems.)

From those ocean measurements, Waugh's team was able to infer changes in how rapidly surface waters have mixed into the depths of the southern oceans. Because they knew that concentrations of CFCs at the ocean surface increased in tandem with those in the atmosphere, they were able to surmise that the higher the concentration of CFC-12 deeper in the ocean, the more recently those waters were at the surface.

The inferred age changes -- "younger" in the subtropics, "older" nearer the South Pole -- are consistent with the observed intensification of surface westerly winds, which have occurred primarily because of the Antarctic ozone hole, suggesting that stratospheric ozone depletion is the primary cause of the changes in ocean ventilation. As stratospheric ozone recovers over the next 50 years, the changes in ventilation may slow or reverse. The impact of continued increases in greenhouse gases in the atmosphere will also need to be considered, however. The combined impact of the two factors on the southern oceans' ventilation and uptake of heat and carbon is an open question.

Also on the research team were collaborators Francois Primeau of the University of California, Irvine; Tim Devries of the University of California, Los Angeles; and Mark Holzer of the University of New South Wales and Columbia University. Funding for the study was provided by the National Science Foundation and the Australian Research Council.

Expansion costs hit H&M earnings

STOCKHOLM (Reuters) - Hennes & Mauritz , the world's No.2 fashion retailer, posted an unexpected drop in quarterly earnings, hit by competition in tough European markets and the cost of its expansion drive to take on bigger rival Inditex.

The Swedish group does the bulk of its business in Europe, where the region's debt crisis and rising unemployment have dampened consumer spending.

At the same time, it has been making long-term investments in online shopping and new chains of stores, such as the recently-launched "& Other Stories," in a bid to catch up with the broader offering of Spanish rival Inditex , which runs the Zara chain and a string of other brands.

"These long-term investments have created cost increases and to a great extent have not yet generated any revenue," chief executive Karl-Johan Persson said on Wednesday.

"However, we consider these investments to be both necessary and wise as they aim to secure future expansion and profits and thereby further strengthen H&M's position," he added.

Pretax earnings in the September-November period fell to 6.6 billion Swedish crowns from a year-earlier 6.8 billion, hit also by a strong crown. Analysts had on average forecast an unchanged profit.

WEAK SALES

H&M said a tough economic backdrop led to widespread price promotions and markdowns in the fashion industry, although its own level of markdowns in relation to sales was the same as in the fourth quarter of the year before.

Stocks were somewhat higher than planned at the end of the period, although the group said markdowns in the first quarter would also be around the same level as the year earlier.

Bernstein analysts said this would be a challenge, particularly given the likely disruption to sales from snow.

"These are disappointing results, as management continues to step up investment in both the product and longer term initiatives, yet sales performance has not rebounded," they said.

H&M predicted local-currency sales growth in January, the second month of its fiscal year, of 5 percent, the weakest figure since October, due to cold weather.

Its shares were down 2.8 percent to 228.5 crowns by 0945 GMT, within a European retail index <.sxrp> down 0.2 percent.

H&M, present in 48 markets, said it would open a net 325 stores this year, with most planned in China and the United States. It would also launch online sales in the United States.

It saw expansion opportunities in big European markets like Russia, Germany, Britain, Italy, Poland and France as well.

"For the medium term, they're trying to develop more brands, they're entering five new countries this year, they're laying down 12 percent more space ... So in terms of their own strategy, I actually think that they are sticking to it, and it makes long-term sense," said UBS analyst Adam Cochrane.

H&M said its gross profit margin, which disappointed in the third quarter, shrank to 61.6 percent from 61.9 percent, matching forecasts. It proposed an unchanged dividend, as expected, of 9.50 crowns per share.

In big push for Hagel, no leading from behind from White House

WASHINGTON (Reuters) - As Chuck Hagel, President Barack Obama's nominee to lead the Pentagon, prepared to meet with senior New York Senator Chuck Schumer in mid-January, the White House stepped in and ensured that the get-together would take place quickly - and in the West Wing.

Some of the loudest objections to Obama's choice of Hagel for secretary of defense stemmed from lawmakers' concerns about his past comments on Israel and Iran.

And with Schumer, the leading Jewish Democrat in Congress, among those expressing doubts, the administration wanted to make absolutely clear that it expected his support. Hosting the meeting in the White House wing housing the president's official offices was a symbol of its importance to the administration.

The West Wing session - followed by Schumer's effusive endorsement of Hagel - was part of an all-out offensive Obama's White House has launched to secure Hagel's nomination, administration officials and congressional aides said. The campaign has included a Pentagon task force, hours of meetings and, at times, some judicious direct intervention.

Hagel, 66, a decorated Vietnam War veteran and former two-term Republican senator, emerged as a leading candidate to replace Leon Panetta almost as quickly as the defense secretary announced his retirement.

Hagel's Senate confirmation hearing is scheduled for Thursday morning, and his approval is less than a sure bet.

To battle a well-financed firestorm of objections from neoconservative and gay rights groups, the White House lined up a large team to work with Hagel and make the former Nebraska senator's case to his former colleagues.

The group included Obama allies like Senate Democratic leader Harry Reid, who pushed Schumer and other balky Democrats to back Hagel, White House officials and Hagel aides from his two terms in the Senate.

Administration officials have reached out to Jewish groups and reassured gay rights activists. Hagel met with leaders of some of the largest Jewish-American groups at the White House on Friday, where he was joined by Vice President Joe Biden.

And they have enlisted an array of luminaries to serve as Hagel ambassadors. Thirteen former secretaries of defense and state and national security advisers from both parties sent a letter to senators last week strongly backing his nomination.

Hagel will be introduced at his hearing by two former Senate Armed Services committee chairmen, Democrat Sam Nunn and Republican John Warner, who both - like Hagel - were known for breaking from party doctrine on a range of issues.

'MURDER BOARDS'

Hagel has set up a Pentagon office and has a transition team helping him to prepare. He has met with Panetta, deputy defense secretary Ashton Carter and other military leaders, including Martin Dempsey, the chairman of the Joint Chiefs of Staff.

The nominee has had two "murder board" sessions, panels to grill him to prepare for questions from skeptical - and hostile - senators.

A source close to the confirmation process said Hagel may squeeze in a third "murder board" session before Thursday.

Carter, who will stay on as deputy secretary of defense during Obama's second term, told reporters at the Pentagon on Friday that Obama had called him to tell him about the Hagel nomination and asked him to remain, which would provide a measure of stability.

Critics have questioned Hagel's past statements over the power of the "Jewish lobby" in Washington, and what they say is his resistance to sanctions on Iran and eagerness to further cut defense spending. No Republican has yet publicly endorsed him.

Hagel is expected to have a tougher time with the Armed Services Committee, which must clear his nomination, than in the full 100-member Senate, where Republicans hold 45 seats.

There are 12 Republicans on the 26-member panel, but many are among the Senate's most conservative members. At least three, including the panel's top Republican, James Inhofe of Oklahoma, said they would oppose Hagel even before hearing his testimony.

But others, including fellow Vietnam War veteran John McCain, Kelly Ayotte of New Hampshire, Utah's Mike Lee and Deb Fischer of Nebraska, said they would reserve judgment until after Hagel's testimony.

McCain's vote is considered key. He campaigned for Hagel in 1996, and Hagel was national co-chairman of the Arizona Republican's unsuccessful 2000 presidential bid. On Tuesday, McCain said he would wait to make up his mind until he hears Hagel's testimony.

TRAITOR TO THE RIGHT, WORRY TO THE LEFT

Some Republicans view Hagel as a traitor for questioning the Bush administration's handling of the Iraq War, which he initially supported.

Some Democrats and moderate Republicans, meanwhile, question Hagel's social conservatism, saying it raises concerns about how strongly he would support equal rights for women or homosexuals in the military.

"Hagel annoyed people on both the right and left with some of his comments," said Lawrence Korb, a senior fellow at the Center for American Progress and assistant secretary of defense under President Ronald Reagan.

"My guess is in the committee, he's going to get out, but not by a lot," Korb said.

Controlling 55 seats in the Senate, Democrats have enough votes to confirm Hagel by a simple majority. They would need five Republican votes to overcome Senate procedural hurdles, although an effort to block Hagel would infuriate Democrats as the two parties try to negotiate delicate issues like spending cuts and a bipartisan immigration plan.

Hagel has held dozens of meetings with senators to address their concerns and appeal for their support, staying on Capitol Hill from early morning well into the evening repeatedly in the weeks leading up to his confirmation hearing.

He was due to have 10 more meetings on Tuesday, cramming for his make-or-break appearance before the panel. Aides have said they expect he will have met with at least 50 of the 100 senators before Thursday morning.

Despite a grueling schedule, Hagel has shown glimpses of humor.

He accidentally wandered into the Senate press gallery last week while looking for a men's room and gamely fielded a few questions - saying little - when he emerged.

And the Omaha World Herald newspaper reported that Hagel ran into Elizabeth Warren, Massachusetts' new senator, in the Capitol basement while hurrying between meetings one day last week.

"We were just talking about you," Warren said.

To which Hagel replied, "Everybody's been talking about me."

It's the most remarkable movie Steven Spielberg has made in quite a spell, and one of the things that makes it remarkable is how it fulfills those expectations by simultaneously ignoring and transcending them.

Lincoln paints a powerful and compelling portrait of the man who has become an icon. We don't need to see more of his life to understand how rare a figure he was - this window is more than sufficient.

Lincoln offers proof of what magic can happen when an actor falls in love with his character. Because as great as Day-Lewis has been in his many parts, he has never seemed quite so smitten.

The film masterfully captures the dual dilemmas facing the president in the final months of his life: how to bring the war between the states to an end, and how to eradicate slavery, once and for all.

Lincoln is a stirring reminder that politics can be noble. Might there be a lesson here for today's shrill D.C. discourse? 'Tis a consummation devoutly to be wished.

Day-Lewis' voice is thin and reedy, which jibes with historical accounts but subverts our expectations. His attitude makes listeners lean in, and so do we, magnetized by his kindly reserve.

It's an impeccably crafted history lesson that, unusually for a Spielberg film, tells us why its subject matter is important, instead of engaging with it on an emotional level.

Daniel Day-Lewis gives a towering performance in Steven Spielberg's bravest picture to date.

Spielberg is always a professional, and the film is never less than well-crafted.

By stepping into history without fear, favour or any overfamiliar biopic folly, Lincoln, handsome, often thrilling, and movingly human, goes into history as a major movie achievement.

A rousing, rigorous and morally complex legal procedural more than a trad biopic. And all the better for it.

his is a warm, celebratory film, handsomely shot, with a subtle, sympathetic central performance from Day-Lewis, and tremendous support from Tommy Lee Jones ...

Spielberg's plodding camera endlessly tracks and circles Day-Lewis in complete reverence, while veteran composer John Williams delivers yet another repetitive Jurassic Extra-Terrestrial score.

What a feat from Day-Lewis: the nearest thing a 21st-century biopic can get to a seance.

It's tiresome to describe Day-Lewis as brilliant, so let's push the boat out: his Lincoln is absolutely wonderful.

A thoughtful and thought-proving picture.

Lincoln reminds you how little has actually changed in one-and-a-half centuries - presidents still have to worry about the war dead while trying to create a better life for the fractured living.

Impressively directed and superbly written, this is an absorbing and enjoyable political drama with an Oscar-worthy central performance from Daniel Day-Lewis.

Daniel Day-Lewis gives yet another performance for the ages in Steven Spielberg's admirably literate, thoroughly charming biopic.

Lincoln has been dismissed by some as merely 'people in rooms talking'. That may be true, but what people. And what talking.

Fans of great writing, superb acting, beautiful photography and the rousing scores of John Williams are going to lap this one up.

Greek finance minister trumpets recovery in 2014 ? RT

"The probability of Greece leaving the euro - Grexit - is now very small", says Yannis Stournaras, the Greek Finance Minister. His words come when anti-austerity protests are intensifying, with farmers due to strike following public transport.

"Towards the last quarter of 2013, we are going to have recovery," Stournaras told BBC News.

"We have managed to turn the economy around. From the markets, there's much more optimism. Deposits are coming back to banks, the government is paying its arrears to the private sector and there is a change in how Europe sees us. So, all the leading indicators are positive. We are two-thirds of the way towards our target. So people can have hope," Stournaras added.

The optimism comes at a time when general expectations for the Greek economy remain muted: analysts see its GDP contracting by about 4 ? 4.3% in 2013, with a 2014 figure going down 2-3%.

As real economic indicators remain dulled in Greece, analysts are skeptical about the bold announcement. ?Optimism is a good and pleasant thing, though these announcements look quite funny in the wake of the current state of the Greek economy and its perspectives that are not that positive,? Anna Bodrova of Investcafe wrote in an e-mail.

?Counting on the end of a recession in 2013 is still premature for the Athens, but doesn?t everybody have a right for hope?? Bodrova concluded.

Unemployment in Greece now remains the highest in Europe ? at 26.8%, with the debt level at a sky- high 180% of GDP. Under the game plan Greece is seeking to cut it to 124% of GDP by 2020, which is expected to be reached mostly through a massive austerity package passed last year.

As for concrete measures that should help Greece realize its ?economic miracle?, the Greek Finance Minister remained very diplomatic. "I would welcome a reduction of the level of debt?? but there are many ways to achieve that", he said "but it should happen in a way that minimises the loss to other parties," Stournaras said.

Past November Greece agreed to implement a set of severe measures, including tax hikes and a 25% cut in the minimum wages in the public sector, which is expected to save Greece up to $3 billion in 2013.

After international creditors saw actual steps by Greece, they agreed to release another ?34bn in bailout money to the crisis?stricken economy at the end of 2012. The European Central Bank (ECB) also kicked off a buy-out of sovereign bonds of eurozone countries to cut their yields and prevent sovereign defaults. This is smoothened analysts fears of Greece leaving the euro, with Olli Rehn, EU Commissioner saying in early January this year that ?the danger of the eurozone?s split is over.?

The measures have just disguised problems of the eurozone, with Greece, Spain and Portugal still likely to leave the currency bloc according to Russia?s ex- Finance Minister Aleksey Kudrin speaking at the World Economic Forum in Davos. ?Nothing has been settled, everything has been postponed. The thing is that this time will give the opportunity to these countries to get their act together, consolidate and finally settle the problems. So far it hasn?t been the case,? Kudrin concluded.

The people in Greece continue to demonstrate their anger at the sharp austerity package the country adopted last year. Most of the striking transport workers have ended their industrial action; farmers are expected to strike over changes in their tax status, the Guardian reports.

Farmers are being ?eradicated? by increased taxes and higher production costs, according to Kostas Lioliopoulos of the farmers union talking to the Guardian.

?The economic crisis is killing us,? he said, adding that farmers from the region of Evros in the north to Crete in the south would wreak havoc if the governing coalition did not back down.

?The country will be paralysed if there is no progress,? said Lioliopoulos.

Electricity workers may also announce a strike, reports say.The country's main power company, the Public Power Corporation, will strike on Thursday in support of public transport employees who were forced back to work at the end of last week, The Guardian says.

Public transport in Greece has been on strike for more than 10 days, with drivers ignoring a court ruling against the strikes. The court had ruled the strike, which stopped buses and trolleybuses in Athens, was illegal. The workers were protesting a cut in salaries, as well as show solidarity with the metro workers who terminated their nine-day protest last week after the government announced civil mobilization.

Meanwhile Yannis Stournaras says it?s necessary to bit the bullet and live through 2013."If we implement this year's reform programme, there will be no more austerity packages", the Finance Minister told, "No more cuts in wages, benefits and pensions," the minister concluded.

ECB finds merit in separating risky bank activities

FRANKFURT (Reuters) - The ECB "sees merit" in separating some high-risk trading operations from banks' mainstream business but has stopped short of fully backing splitting deposit-taking arms from riskier investment banking.

In a document released on Monday, the European Central Bank also supported proposals to impose losses on bondholders at insolvent banks but wanted a closer examination of the practical implications of such "bail-in" provisions.

The ECB's views on banking carry weight because from next year it will have new powers that will give it automatic oversight of around 150 of the euro zone's 6,000-odd banks, and the authority to intervene in smaller banks if there are signs of trouble.

An EU advisory group, led by Bank of Finland chief Erkki Liikanen, proposed last October that banks separate their deposit-taking arms from proprietary trading and other risky investment banking work to shield taxpayers from further bailouts and protect savers.

The proposal is a response to concerns that rose during the financial crisis that retail banking is vulnerable to troubles that hit the investment banks.

"In general, the Eurosystem (of euro zone central banks) sees merit in separating certain high risk activities of financial institutions that are not associated to the provision of client-related services," the ECB said in the document on the Liikanen Report.

But it added that "further analysis is warranted on the possible scope for allowing market-making to be carried out by the deposit taking entity, subject to certain limits."

The European Commission is due to make proposals on changing the structure of banks in the coming months based on the Liikanen Report but is uncertain how far it will go in recommending a break-up of Europe's biggest banks.

The Liikanen proposals provide steps towards strengthening the resilience of the financial system, the ECB said, adding:

"The Eurosystem is of the view that an impact assessment needs to be carried out as a matter of priority in order to gauge the possible impact of the proposals in the EU."

Even mandatory separation of banks' activities may still be unable to avoid taxpayers facing a bill "if the trading entity is too systemic, large and interconnected", the ECB said.

"This should be avoided," it added in the document. "In this context, further research is warranted to understand and assess the implications of size and interconnectedness."

The "bail-in" proposal "is seen as providing legal certainty and incentives for investors to better monitor banks and reduces the implicit government subsidy for the too-big-to-fail entities," the ECB said.

But just as with bank structures, it added the caveat that further analysis should be carried out on the "practical and operational implications of bail-in."

Tiger Woods starts fast at 2013 Farmers Insurance Open - SB Nation

After sitting out on Saturday, it didn't take long for Tiger Woods to get back on the South Course on Sunday and extend his lead with a quick birdie.

After a one-day postponement, Tiger Woods is now back out on the course at Torrey Pines for the 2013 Farmers Insurance Open. Woods lit up the North Course on Friday to take a two-shot lead at the midpoint of the tournament, but dense fog in the La Jolla area delayed Saturday's third round. A couple players got off the first tee, but the Tour promptly decided to scrap play for the day and schedule golf from sun-up to sundown on Sunday.

And Woods is off to a steady start on Sunday, ripping his driver down the middle of the fairway on the first two holes. After an average approach shot, Woods had 21 feet left on the first green. He easily cleaned up with a two-putt par to stay at 11-under.

On the second hole, however, a perfect drive enabled Tiger to pull wedge for his second shot. He fired a dart to the center of the green, spinning it back to within a foot. With all the rain over the past two days at Torrey Pines, the greens will certainly be receptive on approach shots ? and Woods quickly demonstrated that on the second. After nearly sinking it with the wedge, he strolled up and quickly tapped in his birdie putt to move to 12-under and extend his lead to three shots over Billy Horschel, Josh Teater, and Brad Fritsch.

With 87 players making the cut, it's highly unlikely the tournament is wrapped up on Sunday. The Tour will not re-pair players, so Woods will play with Horschel and Casey Wittenberg during Sunday's march. It's likely he'll still have nine holes to play on a Monday finish. With the way Woods has looked so far, and the relatively underwhelming leaderboard around him, those final nine holes may be a formality on the way to his 75th career win.

DNA and quantum dots: All that glitters is not gold

A team of researchers at the National Institute of Standards and Technology (NIST) has shown that by bringing gold nanoparticles close to the dots and using a DNA template to control the distances, the intensity of a quantum dot's fluorescence can be predictably increased or decreased.* This breakthrough opens a potential path to using quantum dots as a component in better photodetectors, chemical sensors and nanoscale lasers.

Anyone who has tried to tune a radio knows that moving their hands toward or away from the antenna can improve or ruin the reception. Although the reasons are well understood, controlling this strange effect is difficult, even with hundred-year-old radio technology. Similarly, nanotechnology researchers have been frustrated trying to control the light emitted from quantum dots, which brighten or dim with the proximity of other particles.

The NIST team developed ways to accurately and precisely place different kinds of nanoparticles near each other and to measure the behavior of the resulting nanoscale constructs. Because nanoparticle-based inventions may require multiple types of particles to work together, it is crucial to have reliable methods to assemble them and to understand how they interact.

The researchers looked at two types of nanoparticles, quantum dots, which glow with fluorescent light when illuminated, and gold nanoparticles, which have long been known to enhance the intensity of light around them. The two could work together to make nanoscale sensors built using rectangles of woven DNA strands, formed using a technique called "DNA origami."

These DNA rectangles can be engineered to capture different types of nanoparticles at specific locations with a precision of about one nanometer. Tiny changes in the distance between a quantum dot and a gold nanoparticle near one another on the rectangle cause the quantum dot to glow more or less brightly as it moves away from or toward the gold. Because these small movements can be easily detected by tracking the changes in the quantum dot's brightness, they can be used to reveal, for example, the presence of a particular chemical that is selectively attached to the DNA rectangle. However, getting it to work properly is complicated, says NIST's Alex Liddle.

"A quantum dot is highly sensitive to the distance between it and the gold, as well as the size, number and arrangement of the gold particles," says Liddle, a scientist with the NIST Center for Nanoscale Science and Technology. "These factors can boost its fluorescence, mask it or change how long its glow lasts. We wanted a way to measure these effects, which had never been done before."

Liddle and his colleagues made several groups of DNA rectangles, each with a different configuration of quantum dots and gold particles in a solution. Using a laser as a spotlight, the team was able to follow the movement of individual DNA rectangles in the liquid, and also could detect changes in the fluorescent lifetime of the quantum dots when they were close to gold particles of different sizes. They also showed that they could exactly predict the lifetime of the fluorescence of the quantum dot depending on the size of the nearby gold nanoparticles.

While their tracking technique was time consuming, Liddle says that the strength of their results will enable them to engineer the dots to have a specific desired lifetime. Moreover, the success of their tracking method could lead to better measurement methods.

"Our main goals for the future," he concludes, "are to build better nanoscale sensors using this approach and to develop the metrology necessary to measure their performance."

MAME returns to the App Store this time hidden in a game called GridleeA new game has been released in the App Store that offers a little more than meets the eye. Gridlee was a game that was originally developed for the arcade back in 1982 and never released; that is until now. It is a really simple game as you would imagine as it dates back to 1982; what?s interesting here however is that it is built on the MAME4iOS engine. The information comes from Touch Arcade whose eagle eyed forum members made the discovery.

When word of this hit our forums, readers were quick to pull out iExplore and begin digging about the app's directory structure looking for a ROM folder. Well, it's in there, and sure enough, if one copies other MAME ROMs into that folder, the Gridlee app starts up with the standard MAME4iOS ROM listing, allowing for a great many games beyond just Gridlee to be played on the iPhone or iPad in this Universal app.

Egypt's Morsi declares emergency in 3 provinces

CAIRO (AP) ? Egypt's president declared on Sunday a 30-day state of emergency and night curfew in the three Suez Canal provinces hit hardest by the wave of violence that has left more than 50 dead in three days.

Angry and almost screaming, Mohammed Morsi vowed in a televised address that he would not hesitate to take even more action to stem the latest eruption of violence across much of the country.

But at the same time, he sought to reassure Egyptians that his latest moves would not plunge the country back into authoritarianism.

"There is no going back on freedom, democracy and the supremacy of the law," he said.

The three provinces are Port Said, Ismailiya and Suez and the curfew, also for a month, is effective 9 p.m. to 6 a.m.

The worst violence this weekend was in the Mediterranean coastal city of Port Said, where at least 44 people died in two days of clashes there that began on Saturday. The spark was a court conviction and death sentence for 21 defendants involved in a mass soccer riot in the city's main stadium on Feb. 1, 2012 that left 74 dead.

Most of those sentenced to death were local soccer fans from Port Said, deepening a sense of persecution that Port Said's residents have felt since the stadium disaster, the worst soccer violence ever in Egypt.

At least another 11 died on Friday elsewhere in the country during rallies marking the second anniversary of the uprising that toppled authoritarian President Hosni Mubarak. Protesters used the occasion to renounce Morsi and his Islamic fundamentalist group, the Muslim Brotherhood, which emerged as the country's most dominant political force after Mubarak's ouster.

Morsi, in office since June, also invited the nation's political forces to a dialogue starting Monday to resolve the country's latest crisis.

The predominantly secular and liberal opposition has in the past declined Morsi's offers of dialogue, arguing that he must first show a political will to meet some of its demands.

There was no official reaction to Morsi's moves by the National Salvation Front, an umbrella for the main opposition parties. Some opposition figures, however, told TV talk shows that they would take part in the dialogue but only if it is run by independent third parties and if they receive assurances that its outcome would be binding on everyone.

Morsi did not say what he plans to do to stem the violence in other parts of the country, but he pointed out that he had instructed the police to deal "firmly and forcefully" with individuals attacking state institutions, using firearms to "terrorize" citizens or blocking roads and railway lines.

There were also clashes Sunday in Cairo and several cities in the Nile Delta region, including the industrial city of Mahallah.

Egypt's current crisis is the second to hit the country since November, when Morsi issued decrees, since rescinded, that gave him nearly unlimited powers and placed him above any oversight, including by the judiciary.

The Hansel and Gretel story from the Brothers Grimm is familiar to American as well as German children. A poor woodcutter and his wife abandon the starving brother and sister in the woods, the children stumble upon a house made of sweets; the witch who lives there tries to eat them; they burn her alive in her own oven. Laden with the witch's treasure, they return home to their now-widowed father, with whom they live happily ever after.

"Hansel and Gretel: Witch Hunters" picks up the story 15 years later, when the two are 20-something witch bounty hunters. You find 'em, we grind 'em, could be their motto--they use all kinds of witch-killing weapons the Brothers Grimm could never have imagined. When H & G arrive in Augsburg, they find a town in an uproar over the number of missing children, a so-called witch about to be killed, and, naturally, a lot of witches.

Here's what the critics are saying:

"Hansel & Gretel: Witch Hunters" is more Gatling guns and grenades than The Brothers Grimm. It takes the kidnapped kiddies into adulthood, where they've parlayed their fame at cooking a witch's goose into a business. Got a witch problem? Call H & G ? the extermination experts. Short prose competition open for developing writers | Sun Peaks ...

The Writers? Union of Canada invites writers to submit a piece of English language fiction or non-fiction, up to 2,500 words, to its 20th Annual Short Prose Competition for Developing Writers.

The competition aims to discover, encourage, and promote new writers of short prose.

?Every year of the Short Prose Competition has yielded some superb entries,? notes John Degen, the Union?s executive director. ?Previous finalists and winners have included such future luminaries as Alexander MacLeod, Shauna Singh Baldwin, Kathryn Kuitenbrouwer, and Lewis DeSoto.?

Ami McKay, former finalist for the award herself, and author of the bestselling novel The Birth House, will be one of the competition?s jurors.

The competition is open to Canadian residents who haven?t had a book published by a commercial or university press and who don?t have a contract with a book publisher.

A $2,500 prize will be awarded to the winner, and the winner and finalists? works will be submitted to three Canadian magazines for consideration. The deadline for entries is March 1, 2013.

Gregor Robertson, the mayor of Vancouver, British Columbia, just issued a proclamation declaring February 12th, 2013 International Darwin Day:

WHEREAS The anniversary of Darwin?s birthday is an appropriate period on which to reflect and celebrate the importance of scientific advancement to all people;

Nokia sold 4.4 million Lumia smartphones in the fourth quarter of 2012, beating expectations and buoying industry confidence in the ailing Finnish manufacturer. ?

The Lumia line, which utilizes Microsoft's Windows Phone software, was first showcased in late 2011. The devices were colorful and powerful enough ? the flagship Lumia 800 boasted a hardy Qualcomm chip and?512MB of RAM ? but sales were less than stellar. Even the introduction of the Windows Phone 8-powered Lumia 920 didn't do much to catapult Nokia up to speed with rivals such as Samsung and Apple.?

So the Q4 numbers come as a pleasant surprise for Nokia (and for investors ? stocks were up in trading today).?

"We're very pleased with the Lumia response," Nokia CEO?Stephen Elop told analysts today, according to Reuters. In all, Nokia sold 80 million phones in the final quarter of last year, a figure worth just north of $5 billion. Lumia devices made up a small chunk of that 80 million, but 4.4 million is a marked leap over Q3, when Nokia sold only 2.9 million Lumias.?

As Reuters notes, "success of the high-end Lumia smartphones has been considered crucial for the company's survival." The reason: The Lumia line, as opposed to the budget handsets which comprise the bulk of Nokia's trade, marks a foray into (the extremely lucrative) terrain currently held by the iPhone and the Samsung Galaxy line. Nokia wants a piece of that market, and it needs the Lumia to get it there.?
