Buyer Beware: Cars Flooded by Hurricane Could Turn Up on the ...

Many cars submerged by the floods caused by Hurricane Sandy could eventually turn up on the automotive market. Consumer advocates warn that buyers need to beware of vehicles that have suffered water damage, only to be dried out and marketed by sellers who conceal their histories. Nevertheless, new federal regulations could help protect car buyers.

On Wednesday, Geico had already received 20,000 auto claims for flood and other damage from the East Coast, according to a statement issued by Tony Nicely, chairman of the company. State Farm said it had received 4,000 claims. Those numbers are expected to grow, and many of the cars are sitting in salty water, a particular threat to electrical systems and air bags.

After a total-loss claim is paid, insurers typically sell the vehicle to the salvage market. Because flooded vehicles often bear no signs of physical damage, ?they offer a prime opportunity for con men to clean them up and sell them,? said Larry Gamache, a spokesman for Carfax. After other flood events like Hurricane Katrina, he said, ?the percentage of cars that ended up in the market was alarming.?

But because of strengthened federal regulations, consumers have more access to information about vehicle histories than in past major storms. In 2009, the Justice Department began requiring insurers to register vehicles designated total losses in the National Motor Vehicle Title Information System within 30 days of the designation. Salvage yards and self-insured companies, like dealerships and car-rental businesses, must also report totaled vehicles. The reports can be found at vehiclehistory.gov.

In the past, consumer advocates and legislators worried that differences in state laws could allow a car described on its title, or ?branded,? as a flood vehicle in one state to emerge with a clean title in another state. Now, title-washing, as it is called, ?is much less of a problem,? said Rosemary Shahan, president of Consumers for Auto Reliability and Safety. Her group and other consumer advocates successfully sued the Justice Department in 2008, demanding that regulations be issued.

The result, Ms. Shahan said, is that vehiclehistory.gov tells consumers whether a vehicle has been totaled regardless of lax state titling laws or interstate sales. (The Web site notes, however, that compliance with its federal regulations varies by state, with 88 percent in full compliance.)

There?s also the National Motor Vehicle Title Information System, which is supported by user fees rather than federal money.? Fees range up to $12.99 for vehicle history reports. Mr. Gemache noted that Carfax, which charges $39.99 for a comprehensive vehicle history, lets consumers check free whether a vehicle has been in a flood at carfax.com/flood. Ms. Shahan noted, however, that some states do not brand vehicles as flooded.

Vehicle histories and stronger laws have made fraudulent car sales more difficult, said Mark Schienberg, president of the Greater New York Automobile Dealers Association. Still, he said, his group warns its members to be alert when buying cars from the auction market. He said transactions through private sellers, which account for about half of all used car sales, call for caution.

Even detailed vehicle histories can miss flood damage, said Walter Hedge, owner of Walt?s Water Works, a car repair shop in Chesapeake, Va., that dries out minor leaks but will not attempt repairs on serious water damage. Customers have brought in vehicles with clean histories only to discover that ?the car was four feet under water,? Mr. Hedge said. After that, he added, ?the only thing that?s good is its sheet metal.?

NASA rover finds clues to changes in Mars' atmosphere

ScienceDaily (Nov. 2, 2012) ? NASA's car-sized rover, Curiosity, has taken significant steps toward understanding how Mars may have lost much of its original atmosphere.

Learning what happened to the Martian atmosphere will help scientists assess whether the planet ever was habitable. The present atmosphere of Mars is 100 times thinner than Earth's.

A set of instruments aboard the rover has ingested and analyzed samples of the atmosphere collected near the "Rocknest" site in Gale Crater where the rover is stopped for research. Findings from the Sample Analysis at Mars (SAM) instruments suggest that loss of a fraction of the atmosphere, resulting from a physical process favoring retention of heavier isotopes of certain elements, has been a significant factor in the evolution of the planet. Isotopes are variants of the same element with different atomic weights.

Initial SAM results show an increase of five percent in heavier isotopes of carbon in the atmospheric carbon dioxide compared to estimates of the isotopic ratios present when Mars formed. These enriched ratios of heavier isotopes to lighter ones suggest the top of the atmosphere may have been lost to interplanetary space. Losses at the top of the atmosphere would deplete lighter isotopes. Isotopes of argon also show enrichment of the heavy isotope, matching previous estimates of atmosphere composition derived from studies of Martian meteorites on Earth.

Scientists theorize that in Mars' distant past its environment may have been quite different, with persistent water and a thicker atmosphere. NASA's Mars Atmosphere and Volatile Evolution, or MAVEN, mission will investigate possible losses from the upper atmosphere when it arrives at Mars in 2014.

With these initial sniffs of Martian atmosphere, SAM also made the most sensitive measurements ever to search for methane gas on Mars. Preliminary results reveal little to no methane. Methane is of interest as a simple precursor chemical for life. On Earth, it can be produced by either biological or non-biological processes.

Methane has been difficult to detect from Earth or the current generation of Mars orbiters because the gas exists on Mars only in traces, if at all. The Tunable Laser Spectrometer (TLS) in SAM provides the first search conducted within the Martian atmosphere for this molecule. The initial SAM measurements place an upper limit of just a few parts methane per billion parts of Martian atmosphere, by volume, with enough uncertainty that the amount could be zero.

"Methane is clearly not an abundant gas at the Gale Crater site, if it is there at all. At this point in the mission we're just excited to be searching for it," said SAM TLS lead Chris Webster of NASA's Jet Propulsion Laboratory in Pasadena, Calif. "While we determine upper limits on low values, atmospheric variability in the Martian atmosphere could yet hold surprises for us."

In Curiosity's first three months on Mars, SAM has analyzed atmosphere samples with two laboratory methods. One is a mass spectrometer investigating the full range of atmospheric gases. The other, TLS, has focused on carbon dioxide and methane. During its two-year prime mission, the rover also will use an instrument called a gas chromatograph that separates and identifies gases. The instrument also will analyze samples of soil and rock, as well as more atmosphere samples.

"With these first atmospheric measurements we already can see the power of having a complex chemical laboratory like SAM on the surface of Mars," said SAM Principal Investigator Paul Mahaffy of NASA's Goddard Space Flight Center in Greenbelt, Md. "Both atmospheric and solid sample analyses are crucial for understanding Mars' habitability."

SAM is set to analyze its first solid sample in the coming weeks, beginning the search for organic compounds in the rocks and soils of Gale Crater. Analyzing water-bearing minerals and searching for and analyzing carbonates are high priorities for upcoming SAM solid sample analyses.

Researchers are using Curiosity's 10 instruments to investigate whether areas in Gale Crater ever offered environmental conditions favorable for microbial life. JPL, a division of the California Institute of Technology in Pasadena, manages the project for NASA's Science Mission Directorate, Washington, and built Curiosity. The SAM instrument was developed at Goddard with instrument contributions from Goddard, JPL and the University of Paris in France.

BU wins grant for global health programs ? College of ...

BOSTON ? Boston University announced today that it is the winner of a grant from the Grand Challenges Explorations, an initiative funded by the Bill & Melinda Gates Foundation. A team of BU researchers including Anne Donohue and Elizabeth Mehren of the College of Communication (COM), and Jennifer Beard and Monica Onyango from the School of Public Health (SPH) and the Center for Global Health & Development (CGHD), will use the grant funds to develop its concept titled ?Pamoja,? the Swahili word for together, for communicating the importance of investments that support global development.

?We are thrilled to receive this grant and through this project we hope to achieve a better understanding of how public health aid is serving low- and middle-income countries,? said Donohue, associate professor of journalism at COM and Pamoja principal investigator. ?Through the creation of a global health student newsroom with student participants from BU and our partner universities in Kenya, we will aim to uncover and share the quiet but compelling stories of how international aid affects those who receive it.?

?Our hope is that finding and reporting on the positive stories about the ways in which aid is working will serve as an antidote to donor fatigue,? said Beard, assistant professor of international health at SPH. ?An old adage in the public health profession is that public health is invisible when it is working, but consumers read and hear about the failures all the time. We want the positive stories to balance that coverage and reveal global health successes large and small.?

Grand Challenges Explorations (GCE) funds individuals worldwide who are taking innovative approaches to some of the world?s toughest and persistent global health and development challenges. GCE invests in the early stages of bold ideas that have real potential to help solve the problems people in the developing world face every day. The BU collaborative project is one of over 80 Grand Challenges Explorations Round 9 grants announced today by the Bill & Melinda Gates Foundation.

?We continue to be impressed by the novelty and innovative spirit of the Grand Challenges Explorations grantees,? said Chris Wilson, director of Global Health Discovery and Translational Sciences at the Bill & Melinda Gates Foundation. ?These projects hold real potential to help improve the health of millions of people in the developing world, and ensure that everyone has the chance to live a healthy productive life.?

To receive funding, the Boston University team and other Grand Challenges Explorations Round 9 winners demonstrated in a two-page online application a creative idea in one of five critical global heath and development topic areas that included agriculture development, immunization and communications. Applications for the current open round, Grand Challenges Explorations Round 10, will be accepted through November 7, 2012.

Students in the United States will team up with peers in developing countries to tell global health stories and share real-life experiences about the ways in which people benefit from projects supported by international donors. Connected by Boston University?s online teaching facilities, these international student teams will work together to research and develop stories using multiple platforms such as in-depth narratives, videos, podcasts, blogs, games, apps, music, and humor.

During the initial phase, students from BU will work in partnership with students from Great Lakes University of Kisumu and Bondo University College (both located in western Kenya) to build relationships with local civil society and government stakeholders to tell stories of seemingly intractable problems, creative interventions, and public health successes small and large. Stories will be disseminated to a global audience through formal and informal channels. In addition to social media, students will also work with professional mainstream media partners. Likewise, students in the developing world will get their stories out to various local media sources, tapping into local radio and audio podcasts on cell phones.

Anne Donohue is an award-winning public radio producer and editor. She was the special projects editor at Monitor Radio for five years, and has also been a contributor to NPR, the BBC, WGBH, WBUR and other public radio programs. She has a special interest in international news, politics, and health and has reported from China, Egypt, Japan, Indonesia, and throughout the United States. She has won numerous journalism awards for productions on women and AIDS, population and women?s reproductive health, and treatment of women and girls in the developing world.

Jennifer Beard has been working in the field of international public health for the last 10 years and teaches courses in professional and scientific writing at SPH. Her most recent research has focused on the populations considered to be at high-risk for HIV/AIDS including sex workers, injection drug users, and their children. She has worked in Ghana, India, South Africa, Ukraine, and Zambia.

Monica Adhiambo Onyango, clinical assistant professor of international health at SPH, has over 25 years of experience in health care delivery and management. She teaches courses in managing disasters and complex humanitarian emergencies, and sexual and reproductive health in disaster settings. Her current research interests focus on reproductive health, maternal and child health, HIV/AIDS, health care among populations affected by disasters, and the role of nurse midwives in improving maternal and child health.

Elizabeth Mehren, a professor of journalism at COM, is a former correspondent for the Los Angeles Times, where she wrote news, feature and magazine stories about events ranging from presidential politics to the Roman Catholic Church sexual abuse scandal to the Olympic Games and the Academy Awards. For 15 years she served as the paper?s New England bureau chief, reporting from a six-state region. Mehren previously served as a reporter and news editor at the Washington Post, the San Francisco Chronicle, the Oakland Tribune and the Hayward (California) Daily Review.

About Grand Challenges Explorations

Grand Challenges Explorations is a US$100 million initiative funded by the Bill & Melinda Gates Foundation. Launched in 2008, over 700 people in 45 countries have received Grand Challenges Explorations grants. The grant program is open to anyone from any discipline and from any organization. The initiative uses an agile, accelerated grant-making process with short two-page online applications and no preliminary data required. Initial grants of US$100,000 are awarded two times a year. Successful projects have the opportunity to receive a follow-on grant of up to US$1 million.
